Vallejo is the only town on this site in Solano County, and the only one where the parks are not run by a city or a county at all. The Greater Vallejo Recreation District is a separate government with its own board, its own property tax share and its own voter-approved parcel tax. Everything to do with a court in Vallejo goes through it, which surprises anyone used to dealing with a city hall.
That is not a footnote, it is the shape of the town. The district has written rules about who may earn money on its property, runs its own beginner pickleball class with a certified instructor, and owns an indoor gym that the class moves into for the winter. Vallejo is better organized than it looks from a listing site.
The catch is the road. Getting here from Sonoma County means Highway 37, which narrows to a single lane in each direction across the marsh and is one of the most reliably congested stretches in the Bay Area. That shapes when a Vallejo lesson should be booked far more than anything about the courts does.

The Greater Vallejo Recreation District describes itself as an independent special district, a separate government agency from the City of Vallejo. It was established in July 1944, it manages several hundred acres of park space and a set of community centers, and it runs the recreation programs for the town. Nothing about a Vallejo court goes through city hall, which is the opposite of how Santa Rosa or Petaluma work.
Measure K is a parcel tax of forty eight dollars a year on property inside the district, first passed in 2012 after three years of falling property tax revenue and extended by voters for fifteen years in 2017. It brings in around two million dollars a year for parks, community centers and programs, and the district is explicit that none of it pays staff wages or benefits. The courts you play on here were voted for.
The district's rules for the use of its parks and facilities are unusually direct. The relevant line reads: "No person shall carry on or conduct any trade, occupation business or profession, or sell tickets on District property without first obtaining written permission of the General Manager." The same rulebook opens by noting that violating its conditions of use is a misdemeanor. That is the district's business rather than yours, but it is the reason any coach here, me included, should be able to tell you what arrangement they are working under.
The district runs a novice pickleball class on Tuesday evenings for ages fourteen and up, taught by a certified instructor, with equipment provided. The interesting part is the venue: from November to May it is held in the district's sports gym, and from June to October it moves out to the Amador courts. Very little in this whole service area has a proper indoor winter home. If you are starting from nothing in Vallejo that class is one way in and it runs all year; a private lesson or the Beginner Bootcamp is the other, one to one instead of a group.

The road in from Sonoma County narrows to one lane in each direction on the segment between Sears Point and Mare Island. The Metropolitan Transportation Commission puts the cost of that at roughly thirty minutes added to the westbound morning commute between Solano and Marin, and as much as eighty minutes to the eastbound afternoon and evening ones. Book Vallejo in the middle of the day and it is a pleasant drive across the marsh. Book it for five o'clock and it is not.
