Petaluma has more pickleball than anywhere else in south Sonoma County and an active players' association behind it. Lucchesi Park is the main venue and where almost everything happens; two other parks carry single courts lined onto tennis, which are useful if Lucchesi is busy and not much use otherwise.
Petaluma is also the city with the firmest published position on coaching. It requires a permit for private instruction on its courts and restricts commercial use during peak hours, which cover most mornings and weekday early evenings. That is a rule aimed at people monopolising public courts for profit rather than at students, but it does shape when a lesson here can realistically happen - so if a Petaluma time is refused or moved, that is why.
The wind is the other local factor nobody mentions. Petaluma sits in a gap that funnels afternoon wind off the bay, and a stiff crosswind changes the game more in pickleball than in almost any other racket sport - a plastic ball with holes in it does not argue with weather. Morning sessions are usually calmer.

Four courts, free, and the place the local association organises around. It sits next to the community and senior centre, which is part of why the daytime scene here is strong. The other two council venues, Del Oro and McNear, carry a single lined court each and are best thought of as overflow rather than destinations.
Petaluma's posted rules prohibit private lessons without a city permit and bar rentals and instruction during peak hours. It is worth knowing as a player as well as a student: it is the reason the courts are not permanently occupied by paid sessions at the exact times everyone else wants to play.
Petaluma Pickleball is a local non-profit rather than a facility. It organises play, advocates for courts with the city and is the fastest way to find people at your level. It does not run lessons, and it points people towards the city for programming.

Lucchesi Park almost always - it is the only venue in the city with enough courts to be confident of getting one. Del Oro and McNear have a single lined court each, which is fine for a quiet one-to-one and no use if it is taken.
Petaluma restricts commercial use of its courts during peak hours - broadly the mornings and weekday early evenings. If a requested time cannot work, an alternative will be offered rather than the booking simply being refused.
Not always, but often enough in the afternoons to plan around. Mornings are usually calmer. Learning in a bit of wind is not a bad thing - it forces you to hit through the ball rather than float it - but it is a hard way to spend your first hour.
There is a covered venue in town that comes up in local listings, but its public hours could not be confirmed, so it is not something to rely on. If rain is forecast your lesson will be moved rather than cancelled.
